A charter is a legal document which describes the authority and powers of local elected government to manage the town. To be incorporated means to be a confirmed town with a local governement. Vandemere was incorporated and charter established in 1895. Charters evolve over time and are ammended to meet the needs of the town. Ammendments to the charter are tracked accordingly by the state of North Carolina.
